Nick Lewis, there was an easy fix for this. I just had to move the added evaluation of the capability mappings so that it takes place after the evaluation of applications. With that in place, I can place the mapping in a file other than init.pp (tested with your changes). I pushed the fix directly to master as (maint) commit 70bf273.

Thomas Hallgren I think the example I gave was a little _too_simple, as we're still seeing this problem in more complex cases. I think because the component in my example was in init.pp, it ends up being loaded early enough for this fix to take effect. If we swap the location of application and component, the problem is still present (which makes sense, since consumes mappings are evaluated during the site evaluation, before most mappings have been):

Trying to export a capability when running puppet agent results in the following error: 
 
 
 
 
 
 
Error: Could not retrieve catalog from remote server: Error 400 on SERVER: Resource type Site::Pql does not produce Sql on node centos7-1.vm
 
 
 
 
 
 
 
There is a Site::Pql produces Sql statement in the correct spot (next to the definition), but it seems not to have actually been evaluated. 
If environment_cache = unlimited is enabled and an environment catalog is retrieved first, subsequent agent runs succeed. This seems to indicate that the produces statements are evaluated when compiling the environment catalog and then cached for the agent run.

 Trying to {{export}} a capability when running {{puppet agent}} results in the following error:{code}Error: Could not retrieve catalog from remote server: Error 400 on SERVER: Resource type Site::Pql does not produce Sql on node centos7-1.vm{code}There is a {{Site::Pql produces Sql}} statement in the correct spot (next to the definition), but it seems not to have actually been evaluated.If {{ environment_cache environment_timeout  = unlimited}} is enabled and an environment catalog is retrieved first, subsequent agent runs succeed. This seems to indicate that the {{produces}} statements _are_ evaluated when compiling the environment catalog and then cached for the agent run.
