Merged 3168a71 to master to fix issues with sqlite3 driver on Debian.

We are not currently testing on fedora19 because of two test failures we haven't had time to resolve. I believe fedora19 is the only platform currently available in our dynamic vcloud templates running Ruby 2.0, so it would be good to get this in. The two failures are: 1) helpful_error_message_when_hostname_not_match_server_certificate.rb 2) store...

This should need no FR, but to pass CI, fedora19 and fedora20 should be added to the Puppet Package Acceptance master test matrix.

I think the first issue comes down to openssl giving a different error response on f19 (or at least the openssl ruby wrappers in 2.0 on f19)

f18 is EOL and will being phased out of the vsphere pool (QA-729). Once we have f19 in acceptance, we can remove f18 from the pool and our acceptance matrix.
