Hi Robert Scheer! It sounds like you have a proposed solution in the original description up above. Are you at all interested in working that up into a pull request at https://github.com/puppetlabs/puppet? This ticket doesn't have a lot of votes or watchers, which means a PR contribution is the most likely way to move the issue forward.

Anybody? I see it happening again on Debian wheezy with package openssh-server: 6.0p1-4+deb7u5 is installed, 6.6p1-4~bpo70+1 is in backports, but Puppet won't upgrade the package, not even with "-t wheezy-backports" as install_options. The cause (and solution) is quite simple: if you wants to "apt-get install -t wheezy-backports" you should have started with "apt-cache policy -t wheezy-backports".
