The issue outlined in PE-13590 appears to have resurfaced in 2016.1.2. If you install the SMClgcc346 package on Solaris 10 SPARC and add "/local/lib:/usr/local/lib" to the default library path, both Puppet and Facter will fail to run. On new agents, Puppet will fail to install. They fail when they see the local versions of libgcc.so.1 and libstdc++.so and do not use their vendored versions of the libraries. 
Expected Results: 
Both Puppet and Facter should use their own vendored versions of the libraries rather than tripping over others installed on the system.
