For consistency, we have decided to also compile puppet's PO files to MO format, to allow for a single directory structure across projects. In order to use MO files in Puppet, we need to update the gettext-setup gem to allow specifying the file format. The PR for that is here: https://github.com/puppetlabs/gettext-setup-gem/pull/14.
