This seems to be a problem with sequences of \u characters. The lexer gets lost when there's more than one and they are adjacent. This fails on the second unicode escape:
puppet apply -e 'notice("\u06FF\u16A0")'
Warning: Unicode escape '\u' was not followed by 4 hex digits or 1-6 hex digits in {} or was > 10 at line 1:22
Notice: Scope(Class[main]): ۿ\u16A0
but it works OK if a normal character is inserted between the two:
puppet apply -e 'notice("\u06FFX\u16A0")'
Notice: Scope(Class[main]): ۿxᚠ

Thanks for the note Ethan Brown - I didn't know about enabling escape sequences in heredocs. The same string as an escape-enabled heredoc still seems to result in this warning/behavior:
