Hey Geoff Williams strictly speaking, does that case differ slightly from the AIX one? We seem to have settled on treating non-existent services as effectively stopped and disabled already when ensuring they are stopped and disabled (this is what we are fixing in AIX), ie:
[root@centos7 ~]# puppet apply -e " service { 'bar' : ensure => stopped, enable => false } "

But attempting to start a non-existent service, or attempting to enable a non-existent service, should display an error (and should adhere to puppet's detailed exit codes rules).. This is currently true on RHEL 7, ubuntu, and other service providers:
Note exit 0, indicating puppet considers this a successful run, as well as error output from the provider's failure:
