It looks like deprecating this is going to be a little more complicated then we though, so much so that we may need to re-evaluate our proposed timeline. It looks like the alternate means of defining the contents of a file to match those stored in filebucket isn't fully working yet Testing the behavior we're trying to move away from is doing the right thing

Or do we only rely on disable_warnings? Seems like there is value in knowing about all of the locations where the issue is a problem, but because it's the file resource, it could generate lots of spam. If a user specifies a file checksum in the content attribute, like:
file {'/tmp/foo': content => "{md5}saotedc8dethauuhhtneoatndh" }
... we should log a deprecation warning. We should start doing this sometime during Puppet 5 to prepare for removal in Puppet 6.
