 As a systems administrator I want to get package information from an agentless target.Requirements: * Customer should be able to run a command to return information where there is no agent present, e.g. puppet resource package --target * Return a list of all packages installed. * Return details for a given array of packages.  * Linux only - separate story for Windows.
