Note: on PVE, i had problems with DRBD 8.4.5 working with the Linux Stack, 
while that in others NICs, OVS was enabled only for LAN communication, so i 
had that disable completely OVS in PVE, and after of it DRBD was working 
like a charm.

About dpdk and windows, I have found informations here:

Seem that before vhost-user support (include in ovs 2.4), it was already 
possible to use dpdk,
 but that need to have dpdk librairies running inside guest.

with vhost-user, a simply virtio-net should work (and it should work with 
windows too ;)

I am not sure about of virtio-win drivers and the support to DPDK, why?:

I don't see any info about of DPDK.

- In your Web link, i read this:
A virtio-net back-end implementation providing a subset of virtio-net
features

Finally, I think that the back-end does not come with the virtio-net driver 
for the windows systems, so i don't understand why do you think that with 
the virtio-win driver we have the support to DPDK?

(I hope i'm wrong)
