it depends what the applications  in windows need , and the requirements of
your other virtual machines.

I would start with 2 CPU and 4GB mem.

then check graphs in pve  at the 'Summary' tab.

adjust as needed.

I am trying to see how many sockets/cores should allocate for windows 2012
as VM

CPUs 6 x Intel(R) Xeon(R) CPU E5-2603 v3 @ 1.60Ghz ( 1 Socket ) and 16 GB
RAM

Any suggestions?

is there a way for me to get hands on a Proxmox 2.3 ISO? We need to 
re-setup a specific old host with that version of Proxmox but I can't 
find the image to download anywhere.

You can make a clone on top the needed snapshot and use the clone in
your VM config instead the normal disk.
