[issue38867] Enable Tkinter on Windows ARM

We currently do not have ARM/ARM64 builds of Tcl/Tk for Windows, so we cannot 
enable tkinter on this platform.

When builds of the dependencies become possible (in 8.6.10, apparently), we can 
enable it again.
