That pull request will probably be the fix.

Taniguchi Takaki is preparing the upstream release 1.9.1 in git
(please also push the upstream and pristine-tar branches) but I cannot
build the new version, there are apparently some missing build-depends.

It's been almost a month.  At the very least, I think it can be downgraded 
(which I've done).
