Ubuntu already packaged 4.0.2, but the relevant change seems to be the 
additional one-liner fix_endless_python3.6_loop_logger_isa.patch

Presumabley this is fixed in the latest celery.

However it looks like the latest celery requires two new packages not
yet in Debian:

* sphinx_celery
* cyanide
