TASK DESCRIPTION
  While working on https://gerrit.wikimedia.org/r/#/c/234851/ I'm unable to 
finish a chunked file. Interestingly there are two tests. One is uploading a 
file in chunked mode which ignores warnings (as the target file already exist 
and there are duplicates). Another is uploading a file in chunked mode too but 
it doesn't ignore warnings. From that I get an offset and filekey and then it 
manually continues the upload in chunked mode again. But then it complains with 
`stashfailed: No chunked upload session with this key`.
  
  Now it might be that pywikibot is screwing this up, but I logged the test and 
the request it send to the server mentions a filekey which I can use with 
`query+stashimageinfo`.

Looks like it was well-behaved for two days and now the errors are back:

This time it's all `deployment-mediawiki01` per 
https://logstash-beta.wmflabs.org/#/dashboard/elasticsearch/memcached , 
something on the scale of 1-10 errors per minute.

Restarted, but I have no idea how to identify the underlying bug. @ori did a 
lot of investigation on nutcrackers in production, does that apply here?

As the tools implementation focuses on a context managed file object, it should 
be relatively simple to add write support.  This would have the benefit that 7z 
can be supported, and more importantly `category.py` doesnt fail if `bz2` wasnt 
compiled into the python runtime -- it is an optional module of Python.

@MarcoAurelio , sorry I didnt reply to you.  I assume that the SVN server 
people have been using is github; it is the only one I know about, as it is 
documented at https://www.mediawiki.org/wiki/Manual:Pywikibot/Installation/SVN .

The function with this old URL is probably currently broken, and has probably 
been broken since when Pywikibot was moved from SVN to git, which I think was 
around middle of 2013.  IMO it can be deleted, but @xZise has a patch which 
will fix it, and @xqt may have other ideas about this as he is the champion of 
SVN support.
