on master? 2.18?
On 2.18 it shows all the files by default, as the normal "add vector
layer" dialog, then you have the "files of type" dropdown to select a
specific type of vector data source, as the normal "add vector layer"
dialog.

I think now that 2.18 is LTR we should either fix these issues or warn
