The installer is built directly from OSGeo4w which supports both Python
2 and 3, it is not customized for QGIS 3 other than to drop non-required
files that QGIS doesn't use. I suppose you could say that python 2 is
one of those things that shouldn't be required.

I also ran into a minor issue that python3 didn't work until running the
python3_env.bat in a session.

So I'm +1 for making python3 the default in osgeo4w, we should probably
forward that request to osgeo4w.

Perhaps the builders have a different nifty work around when building
the QGIS installer (a custom osgeo4w bat file might suffice).

Interestingly our web stats tracker shows version.txt being hit 57.5 million 
times in 2018 - which is a pretty useful indication of the amount of usage QGIS 
gets. Even if you divide that by 365 it would reflect around 157428 daily 
active users*.


* Assuming awstats can be believed to be a true reflection of users using QGIS 
and not bots etc.

You are right. There was no proposal to migrate/update roles in GitHub.
It is really necessary, I think.

The "triage" role is quite adequate to give to active users that are
willing to help bug triage. This role does not have write permission, so
I think it can be granted with a less formal approach. All issue actions
are traceable and can be reverted/fixed if necessary.

The PSC could add a small rule to make clear how this triage role should
be granted.

In my opinion, it could be granted automatically for contributors (with
commits) or on demand for non contributors asking for it and showing
prior active participation (documentation, local groups, ...).
