BTW they could just run the included osgeo4w installer to see which version is
installed, perhaps even see whether it offers an update.  And if that doesn't
work for some reason they could still look for qgis-ltr-3.16.12-4 in
etc/setup/installed.db.

SIP isn't broken, it's were our SIP-Bindings in 3.22.  That's meanwhile fixed
in the release branch.  The current 3.22 windows package in OSGeo4W v2 also
has that patch applied.  The release package for other platforms still have
that issue.

To build master/3.22 SIP in OSGeo4W had to be updated to support SIP6.  But
that is not supported by 3.16 at all.  So I backported the SIP6-Support to 3.16
in the OSGeo4W v2 packaging - thereby also introducing unintentionally
introducing that SIP binding issue from 3.22.  That also meanwhile fixes in
OSGeo4W v2.

The 3.16 binaries in old OSGeo4W are still built with SIP4 and therefore didn't
need those changes and are in turn unaffected. Same as the NSIS standalone
installers that are made from old OSGeo4W.

The MSI standalone installer are made from OSGeo4W v2 and were also updated
with the fixes binaries from OSGeo4W.

The affected versions were all of 3.22.0 and 3.16.12 only in OSGeo4W v2.

Well, it IS a bit messy. The bug is triggered by a patch which is
downstream in the WINDOWS Qgis installer only. So yes, the source is
fine, no bugs there. But realistically I don't think we can wash our
hands of this issue (for all the reasons I've already pointed out),
and just need to push out 3.16.13 which is a version number bump only.
(with the required fixes in the downstream QGIS windows installer).

It's not.

Exactly this. And it's important to point out that the official qgis
3.16.12 source release does NOT have support for these sip versions at
all, that's a downstream patch in the Windows installer only.

3.22.0 DOES have the buggy support for sip > 4, so it is affected
regardless of the platform. (It'll only work ok on builds using sip
4).

Mmm... I really don't think that works for end users though. Someone
who has installed qgis 3.16.12 from last week's installer has no way
of telling that they'll be affected by the bug vs someone who only
just downloaded the installer. There's no way we can put out any
announcement and say "check the about screen and if your version says
 then you need to update".

This also gets SUPER messy for enterprise deployments, since users
won't have any way at all of knowing which installer was actually used
for their QGIS version. And for these enterprise deployments the
actual staff doing the packaging are unlikely to be running QGIS
themselves, so a notice on the news feed won't get their attention.

Suffice to say, I think the only way forward is to kill 3.16.12 with
fire and bump the version.

As someone who thinks releases are fundamentally about source code, I
find the "official binaries" being considered as "project releases"
tightly bound to the code being an unfortunate situation.  It took me a
minute to realize this was all about choices of dependencies in releases
of compiled binaries, and nothing about the actual 3.16.12 source
release.

WIth packager hat on, I wonder if sip 5 or 6 is truly broken, or if qgis
has a bug where sip6 is not actually buggy but does something bad on
qgis, or something else.  I didn't see a bug URL and am wondering if I
should be sticking a note in our py-sip package to  ask that it not be
updated past the current 4.19.25.

[QGIS-Developer] QGIS 3.22.0 - ISSUE REPORT

Hello,

I would like to report an issue that occured after downloading the latest
version QGIS 3.22.0. At first everything worked fine and today I cannot
open any project that was created or opened with the latest version 3.22.0
as it crashes instantly. I removed this version from my computer and
continued with version 3.16.3 but still I cannot open any project that was
created or opened by the latest version 3.22.0. Unfortunately, my whole
work has been lost.

If this is an issue that has already been reported by other users too
and that was probably not provoked by something I did, I would kindly ask
you to fix it.
