I noticed the QGIS 3.20.1 update in the OSGeo4W installer and rain the update. When launched, the application never shows a splash screen and it never launches, but in the Task Manager it shows the process qgis-bin.exe as being there. I noticed there was a problem with it not working on Linux Mint. I can confirm it is not working on Windows 10.
