I have installed python-qscintilla2 and qgis loads without error.

It seems to me it would be better to detect for Qsci ?

Hi,

if I'm not wrong, QScintilla is required dependency when
QGIS compiled with Python support. So from my point
of view it is ok that core plugins use it.
