Yes - this is a known issue. Claus Sørensen wrote about this last month. I have had the same problems and did follow his recommendation. I wonder why QGIS want writing access to a program folder?. My Win8.1 Pro in 64-bit with QGIS version 2.14.0 in 64 bit and no administrative rights. By elevating security on the installation folder – in my case c:\Program Files\QGIS Essen\ - to allow users “change” rights, the search box became functional again – on every pc. The Processing being slow may be issue #14517 [1]. Some algorithms are executed with dummy values by the search and try to write empty "0" and "1" files into the folder QGIS is run from. Windows 10 users may not have write permissions on that folder (I guess QGIS is run from C:\wherever\bin?) , resulting in many tries before giving up. Setting write permissions to the folder, or running QGIS from another folder resolves the issue. (The issue is already fixed in master).
