Yes, if someone could delete the version from the contributed repo that
would be great.

Do you think that is what is causing the constant upgradeable plugin
problem?

In my case
there is a version number mismatch between the plugin and the repo.

I don't how it was yesterday (maybe someone fixed it in the meantime), but now 
the one in the old repo [1] is ok (v 0.1). The one in the new repo [2] has 
obviously broken metadata. I guess the problem is in line 21 of metadata.txt: 
the space before hash.

The plugin is called 'one-band raster to paletted or RGB raster', bccAddRColor.
