I can't find anything called "table of contents" but there is a panel
called "Layers" where I can tick/untick them to show/hide layers, and
if I click on a layer to select it (a layer with HTML in the Display
properties) then the layer name is drawn in the layer list with a blue
background to indicate it is selected, however I still don't see any
popups when hovering over that layer's markers on the map.

I have hovered for 10 seconds with my hand off the mouse to be extra
sure and still nothing appears.  In the options, the popup time is the
default of 850 milliseconds.  If I hover over the buttons on the
toolbar then tooltips appear successfully, as they do throughout the
various dialog boxes, so it doesn't appear to be a problem with my
technique.

I am not sure how exact you have to be when hovering over the symbol on
the map, but I have tried hovering over a bunch of symbols that were
clustered together, a few pixels above/below/beside the marker,
enlarging the marker, etc. but nothing is popping up.

There is no check mark but the icon is drawn "pressed" (like the
toolbar button) when it is activated.  I can select it multiple times
to alternate between "normal" and "pressed", just like the toolbar
button.  Regardless of whether the menu item is drawn in the pressed
state or not, there are no popups.

I tried changing to the zoom tool and clicking a few times, then
hovering - no popup.  I changed back to the pan tool - no popup.  I
tried panning around a bit and hovering again - no popup.

I have restarted QGIS and added new HTML to a different feature, but
there is still no popup.

I tried changing the colour like this but still no popup.  I have tried
it with a dark satellite map background and the default grey background
and can't see any hint of a popup.  I have also tried setting the popup
to just plain text without using any fields (so it should always
display even if the fields are all blank) but still no popup.

Any other ideas what could be happening?

Yes, most file format export (and import) is done by GDAL. GDAL 3.4.0 
changed to GML 3.2 as the default variant of GML. Cf

That's in the labels properties, setting a label to show a column with the
road number, you can setup the shield in the background separator. See the

I'm trying to install QGISv3.30 via conda (have tried miniconda and
anaconda) but, after installing QGIS and all dependencies, QGIS doesn't
find the GL library (I checked and it's not in any subdirectory)

Subject: [Qgis-user] Layout export to image not cropping when draw coordinates 
outside map frame enabled.

I'm having an issue exporting layouts to image.  Wondering if anyone else has 
found a solution.
Not sure if it is a bug or a feature.

If I have grid coordinate labels around the outside of a map frame (draw 
coordinates), I find when I export as image with crop to content checked and 0 
margins, I end up with a large margin of about 70 pixels around the export, 
wherever the map frame is near the edge.
In the past I've used a work around, setting the text as inside the map frame, 
but with a negative offset so it appears outside.
Since the latest update 3.28.4/3.30 this no longer works, the export is still 
cropped correctly, but the labels vanish (visible in layout preview but not in 
the image export).

Anyone have any ideas or should it be a bug report?  Looks like the extra 
margin may is about what would be required if the coordinates labels were 
perpendicular to the frame instead of parallel.

[Qgis-user] Restrict User's access to extensions

Hello there,

i don't know if this ist he right list, so pardon me if not.

I have the unpleasant task to deploy QGIS to all of our users via matrix42 
which is a problem in itself.
Anyways, the question of our - let's call him "CSO" - is if we can restrict the 
access to extensions.

I know that you can disable it from within the program but anyone could simply 
reactivate it or use zip-files or whatever.
Is it possible to restrict that somehow?
