I can't reproduce it Andrea, I use tiff + tfw normally, both on Windows and Linux, and they're placed correctly. I was documentated by Marco Spaziani. You can find it on gfoss list. I guess it is a knowed issue in 2.8.1 To see it you should use a tfw with a 2nd and 3rd row not zero.
