I suspect you are in new territory.

There are multiple ways for qgis to read pdf, based on multiple options
in gdal.  I would build gdal with each of them and use ogrinfo.  It
might be that ogr2ogr can read the vector data, and you can put it in a
different file and add it.  It might be that qgis doesn't have support
for add layer of a file that is both vector and raster.

Using Qgis 3.26 on WIndows 10 I just drag the USGS topo geoPDF onto
the canvas. I get a dialog asking which layers I want. I selected
all and the resulting Layers window shows  a large number of vector
layers plus the satellite image layer.

Are you sure that the USGS topos GeoPDF are actually vector data?   I am
guessing you mean recent ones, vs 1980s or earlier scans.
