I've open it with the binary mode of Vim, and its content is the ZIP-format's magic number for an empty ZIP archive (letters "PK", byte 5, byte 6, and zeros). Just in case, I tried with two Debian machines, several browsers (Vimprobable, Elinks, Midori and Dillo) and even wget.
