Looks like a SuperQBoard without the RAM controller and RAM chips...

It looks like a Sandy SuperQBoard which does not have any chips inserted 
so that it is basically now just a disk controller and possibly parallel 
port.

Yes in fact. It is an SQB without any Ram expansion. Just Disk I/O and PAR 
connected. One of the (very) useless things, Sandy has built.
