In principle Qlib can compile any basic program so it should be able to
compile a TPTR program, though you will have to load the TPTR extensions
to run the program. 
If you have written it well and the windows are
smaller than your basic screen a TPTR program will run in basic.
The snag is that your program when compiled by Qlib will run no faster than
SMSQ/E.
So there is no point in compiling it unless you require to keep the source
hidden.
 However Turbo gives you about a fourfold increase in speed.
