Basically, vqadmin has access controll using the vqadmin.acl file. I 
want the same sort of controlled functionality in QMAILADMIN.
I haven't personally used vqadmin, so I don't know if this is what you 
want or not...

You can use vmoduser to give any email account qmailadmin 
administrator privileges.  With said access, they will be able to do 
anything that a postmaster can do.  As of now, there isn't any sort of 
interface in QmailAdmin to toggle that flag.
