Thanks! I didn't try that. Since qubes-templates.repo wasn't on sys-firewall, is the repo info forwarded along with the command? Ok, got it working. I copied /etc/yum.repos.d/qubes-templates.repo to sys-firewall, same place; then on sys-firewall I edited the file and put 3.2 where it said $releasever (it didn't work otherwise) and finally I run "dnf -v --refresh makecache" to refresh dnf.
