Your question made me curious so I ran a quick test on 4 RC4.
In dom0, run:
[user@dom0 ~]$ sudo systemctl enable qubes-vm@serverVM
(replace serverVM with the actual name of the VM running the server)
Restart the machine, then after entering your LUKS passphrase hit
escape, and you should see the serverVM being autostarted before login
the same way that sys-net, sys-usb, and sys-firewall do. This
successfully started a testVM for me before login.
