i added tos mindist X and changed x from 0.001 to 10 but none of them worked!

any answers for my questions in first post? especially the first one!

d-  Made Environment Variable with Name:  PPSAPI_DLLS and Value:\ 
...\serialpps-ppsapi-provider.dll

1-  Any other way to investigate where the problem arise from? How to make 
sure the serial pps is working or not?

Just to check, what happens if you enter at a command prompt:

  dir %PPSAPI_DLLS%

Is the DLL listed correctly?  On my system I get:

  20/07/2011  03:5169,120 serialpps-ppsapi-provider.dll

The details for the driver on my system are:

  14/05/2012  16:08   102,288 serialpps.sys

I've only tested on the non-server versions of Windows.

Hi

The settings needed can depend on your gps device, make, model,
firmware release etc.

For my 'sure' gps as well as tos mindist 0.4 I have:

server 127.127.20.2 mode 18 prefer
fudge 127.127.20.2 stratum 7 time2 0.407 flag1 0 refid GPSb

server 127.127.22.2 minpoll 4 maxpoll 4
fudge 127.127.22.2 flag2 0 flag3 1 refid PPSb

The time2 value was obtained by setting 'noselect' rather
than 'prefer' and monitoring the GPSb offset over a few
days then setting time2 to a value that included that range.
