The LTC page on Wikipedia [1] includes a link to a project on 
Sourceforge aimed at encoding and decoding LTC in software under Linux.

Hello, 

Does anyone have any info on how if possible to make a Linux computer,
synced to GPS become an LTC (Broadcast EBU SMTPE) master clock
generator?

I have a bunch of LTC equipment, time code master, and slave clocks
around the house, and would like to get my NTP GPS machine, output the
LTC audio to put into the master.

Anyone done something similar or is this not really possible?

I'd never heard of it before, but it looks straightforward if
complicated.  You should be able to generate the code in software and
output it via a sound card.
