It is network related.
169.254.x.x means no valid IP address.
Turn DHCP on the router back on.
Let the PC get a dynamic address.
Find the PC's MAC addresss by reference to the DHCP lease table.
Reserve the .11 IP address to the MAC address from within the Router's
DHCP Reservations area.
Let everything else on the network use dynamic addresses.
