I'd like to throw in a vote for the Bruce Gordon rock 'n road tires, 700x 
43.  I have those on my Sam, under fenders, and they're great.  I like the 
way they corner better than the UD Rosé's squishy triangle knobs.

I've got a minimoto on the front wheel of my quickbeam, and it fits a RH 
700x48 knobby (oracle ridge)

Wow that is such a good looking bike. I don’t think I’ve ever seen a 68 
before, xl frames just look so dang good to my eye. I love how you’ve built 
it too. I’m starting to think I could fit a much bigger atlantis than I 
previously thought, inspired by this picture..

stem, either the tigged one (FW30?) or that beautiful fillet one, in a

Beautiful bike! Looks so great with those wide tires.
I have a set of Billie bars that I’ve put on several bikes, never had this 
happen.

I have, however, had this happen when a 25.4 bar is put in a 26.0 clamp 
stem. The fit can be snug enough to not identify an immediate need for 
shimming. You can tighten it down firmly enough, without bottoming out the 
stem clamp, and ride for quite a while really, but then end up with some 
slippage.  Also happened back in the old drop bar world, with 26.0 and 26.2 
(Italian?) stems.

If you loosen the quill stem bolt on that technomic and lift it outta the 
steerer, the clamp diameter should be stamped down under there.
Might not be your issue, but an easy place to start.
