I did the same as Steven with my BG but I used a similar extension piece to 
make the mid fork connection.

[RBW] Low rider rack using top/forward eyelets on fork?

Does anybody know of a low rider front rack that mounts using top/forward 
eyelets at the dropout? The Tubus Tara is nearly perfect, but it uses the same 
eyelet meant for fender mounting, providing its own spot for fender mounting. 
There are two things I dislike about this. Attaching a fender requires a nut, 
as the rack's mounting point is not threaded. If you remove the rack, your 
stays don't reach the eyelets on the fork. I would love to be able to 
independently remove or add the rack without messing with my fenders - 
preferably with just one Allen wrench.

I understand why manufacturers use the fender mounting point - not all bikes 
have double eyelets at the dropout. Still, I find it irritating. I suppose a 
custom rack would be the solution, but I wonder if a Tubus Tara could be 
modified to use the upper eyelets.
