Those are blinking LEDs on my valve stems. They were practically free, and they make nice blue circles when I ride. I almost always get home before dark now so they probably don't do much, but I'm a strong believer in conspicuity. Anything I can add that costs virtually nothings and weighs virtually nothing and incrementally increases conspicuity is worth doing.
