Never installed one, but by the looks of it, the wedge fits between the underside of the fork crown and the rubber washer itself, thin side forward so as to reduce the squished/not-very-compressed effect (to borrow from their technical parlance) on the washer. It's not meant to replace the washer itself. Apologies if this was obvious, but it's all I've got!
