I mount my mud flaps on the inside, it curves the flap and helps it
stay in place rather than deflecting in the wind.  Some planet bike
flaps fit over the end of the fender (both inside and outside?).

It's a wash.  Outside mounting allows a wider flap, theoretically
stopping more of the splash when hitting puddles.
Inside mounting follows the tire radius, reducing the trajectory of a

Leather flaps look more classic, but supposedly weren't used much in
the past.  More typical were thinner, rubber mudflaps, mounted inside
the fender from what I have seen and read.

For a thick, leather mudflap such as the VO; I think you'll be better
off mounting it on the outside of the fender.  The thick, leather
ridge would accumulate debris and would also lessen tire/fender
clearance when mounted inside the fender.

There was an article in an old issue of Bicycle Quarterly about
mounting leather flaps inside the fender. This is for folks using
aluminum fenders. You can check their back issue index for finding the
article. But with a VO flap or Riv Sackville flap it needs to go
outside. I have the VO flaps on my commuter, they're great. I like the
looks of the Sackville more and they're lighter and have the
reflective strip on them.

Just piling on to concur with what's been said. Generally, I think the
thick leather needs to be mounted outside for clearance reasons (in
most applications.) Looks fine, and works great. If you've got plenty
of clearance, inside mounting would be fine, too.

my mudflaps are repurposed quart milk jugs :-)  I mount them inside.
If they were, say, leather, I'd mount them outside.
