I have mine mounted to the stem so I am of no help here but wanted to jump in to say I really love this product. It works great. Which is easier to look at than explain, this pic should help. My mount is listed for motorcycles, it comes with three different shims to fit various bar diameters. Clamp section is 12mm wide and I'm not sure there is a straight 12mm wide section within 3 or four inches of the stem. Not exactly what you're looking for, but I can vouch for how stable and awesome the product is. The Out-Front looks like a great solution for getting the phone in front/over the stem.
