I agree that the Sheldon's nut works great...looks cleanand allows to 
easily remove and replace the fenders if you need/want to.

SKS doesn't provide recessed nuts, correct. Sure you can buy a recessed 
nut, but the path of least resistance is going to the hardware store for 
the parts as Hoch suggested. AliExpress shipping from China takes forever. 
Recessed nuts nuts work great for brakes as it helps keep from rotating, 
and it looks "nice" , yeah but in regard to fenders , yeah so what ? 

Why a Clem has a recessed brake hole  well that's a silly idea 
considering there's no caliper would work with it.

Nopers, the flat washer will butt up against that lip at the back of the 
fork easy peasy. The only reason it's recessed is the fork crown was 
designed to be used on caliper brake bikes, too, which uses the recess. You 
have the parts you need, no worries.

You don’t need a recessed nut. Just go down to your local hardware store 
and get a bolt long enough with a nylock nut. And a couple of washers. 
Should cost you less than $5. I’d get stainless as well.

You probably need one bolt there - I think an m6 x 25mm would work. 
Something like this:
