Saw the title, came to help, then realized maybe not so much...

My v-brakes are on a bike w/ fat 650b, I do have fenders and v-brakes 
together, but not the TRP's, have Pauls instead.

I tried running the TRP CX8.4 on my Litespeed Blue Ridge 
 but the horizontal 
crossover brake cable failed to clear the fender on the front (didn't try 
the rear after the front didn't work out). This setup had the front fender 
sit low and close to the Schwalbe 700x35c Kojak tire and the cable probably 
still required at least 6mm more head space. I eventually went with classic 
Shimano LX cantilever brakes. With 40mm width tires and fenders, I'm afraid 
you will be disappointed even with the slightly taller CX9 brakes.
