Classic Blackburn-style low riders have done well on my Romulus for several tours. I just used p clamps. It will discolor the paint over time. I never used front low riders on my Ram (one of the later ones, FWIW), but I did have them built and installed on my 2003 custom, and the bike handles 10 per side very well, and I've carried 20 per side, which made the steering sluggish. As Steve said, there's a huge difference between carrying a front load up high over the wheel, and on low riders. Ah, but you do not need a "front loader" to use lowriders. They work fine with all geometries, basically. The Saluki which is the same bike as the Hilsen today was the one sold as a medium tourer with front and rear pannier rack mounts, while Atlantis was the heavy tourer. The Ram fork is 1.0 non butted. RBW sold the bike as a "light" tour capable bike, not intended as a front loader. the fork is not intended for the weight either in the tubing choice or the geometry. But you are correct, top rack and low hung weight will be different.
