I assume you mean the Mastr II mobile CG board.  Normally it only encodes 
when a valid tone is being received, though it does ring a bit 
otherwise.  This ringing can intermittently open decoders on RXs that are 
receiving the TX.  If that is what you want to fix, you need some sort of 
audio gate on the CTCSS output to block this ringing when no tone is being 
decoded.  Some use a reed relay; a FET or 4066 switch will work as well.
