I worked for a paging company years ago, and we used Visio to diagram the towers for MPE (maximum permissible exposure) compliance work. Visio is not specific to tower drawing, and I found it non-intuitive to use. Having said all that, It did the job. I used Visio when I worked for Sprint/Nextel to document the floor plans in the shelters. Things were pre-built and you just placed them on the drawing. I hated it and did everything to get out of doing the task.
