Also, do you not mean VOIP via GMRS?
PSTN?
Is this essentially saying that you can use your GMRS radio/repeater for
VOIP, internet access, and what else?

Why would present any more problems on GMRS then with the ARS. If you don't 
want unauthoriced (unlicensed) users you don't have to connect your 
radio/repeater to a computer.
