[Reproducible-builds] On expiring packages and issues

I know it's far from a clear guideline. I think you refer to this: Notes are stored in notes.git and are targeted at packages in 'unstable/amd64' (unless they say otherwise). However, issues are not really "targeted" as such. They are just properties that packages may or may not have.
