It seems can't resolve my problem by this way.
  My sys is win XP, not ubuntu.

Issue resolved.

In Ubuntu11.10 (at least in my version of installation), it seems that
apache runs as a process under a user called "daemon".  So, I changed
the ownership of "data" directory to this user, and it starts
working.  Thanks for all the help.
