At the moment, Review Board with Perforce only supports a pre-commit model
using RBTools to post changes. Whether you call that "extremely limited" is
up to you, but in our experience most Perforce users tend to prefer
pre-commit review because as soon as something is in the depot it typically
affects everyone, since Perforce branching is so expensive and cumbersome.

If you wouldn't mind, could you tell us what the rbt output is? Preferably
with --debug?

I get the impression ReviewBoard's support for P4 is extrememly limited.

Is there any way to get a list of changes in the RB menu such that users 
can simply choose one without resorting to command line tools and being 
forced to post review requests manually?

Also, no matter what I do with RBTools it always tells me that "P4PASSWD" 
is unset, and yet I can do a p4 update without issue... So the issue is not 
with P4.
