I noticed in https://www.reviewboard.org/docs/manual/2.0/admin/installation/creating-sites/#creating-sites that it recommends setting the character set for MySQL to 'utf8'. Is that correct, or should it be 'utf8mb4' which supports the full utf8 character set (see https://mathiasbynens.be/notes/mysql-utf8mb4)?
Also, the 'Changing permissions' section is outdated and is missing the static directory.
